The larger museums, in Amsterdam especially, run a good deal of their family programme in English or bilingually, and smaller ones will often manage in English if you ask when booking. Hands-on workshops depend less on language than a guided tour does. Where an event is explicitly English-language, the listing says so; where it is silent, it is safest to assume Dutch and ask.
Usually a workshop is either included with museum entry or costs a small amount on top, and places are limited enough that booking ahead matters — particularly in the school holidays, when a family workshop can fill within days of going on sale.
